CAPE statement:
"The serious allegations of impropriety in the County Assessor's Office evolved today to news of the arrests of John Noguez, Mark McNeil, and a tax agent.     
 
Our Association and our members working in the Assessor's Office recognize that today's news and the work of County prosecutors is part of the process that is necessary to restore the public's confidence in the work of the Assessor's Office.  
 
Los Angeles County residents expect and deserve for public employees to be held to the highest standards.  CAPE-represented employees working in the Assessor's office demonstrated courage and commitment to their profession when they voted overwhelmingly to demand Noguez' resignation this summer.  The CAPE Board of Directors and members sincerely hope that the outcome of these proceedings help the process of restoring the public's trust in the Assessor's Office."

Results of CAPE-represented appraiser balloting:

A total of 387 ballots were mailed on July 12, 2012, to CAPE members working in the LA County Assessor's Office.  

126 ballots, roughly one-third of those mailed, were cast by the deadline of Monday, July 30.  

A total of 116 (92%) out of those cast voted for "no confidence".  

CAPE released the following statement on Tuesday, July 31, 2012:
 
"On the question of whether or not John Noguez should ever be allowed to return to the Office of the Assessor, CAPE members voted overwhelmingly against his return to service.  Regardless of the outcome of the investigations, by a factor of more than 9 to 1, the rank and file professional employees indicated they are not confident in John Noguez' ability to manage the office, and that his return would be a hindrance to restoring integrity and efficient operations.  The results of this vote indicate that a clear majority of CAPE members in the Assessor's Office believe John Noguez should resign from office to help restore the public's confidence in the Los Angeles County Assessor's Office."
